Which of the following most accurately describes the problem?

REPORTS of under-employment of chartered vehicles enrolled under the Government's haulage scheme, mentioned at a recent joint meeting of representatives of the Federation of Yorkshire Road Transport Employers and the Lincolnshire Transport Association, in Doncaster (reported elsewhere in this issue), are echoed in other quarters in Yorkshire. \

During inquiries following this meeting, our Yorkshire correspondent was told in ,well-informed circles that there had been numerous complaints by owners of chartered vehicles in the county that these vehicles were carrying less traffic—with a consequent loss of earnings to the owners—than before they were enrolled in the Government chartered fleet. It was even stated that, in some cases, vehicles had been carrying less than a third of the traffic which they did before enrolment.

In the light of experience since the scheme came into operation, the argument was put to our 'Yorkshire correspondent that, apart from the interests of operators, it would be to the country's advantage if there were no chartered fleet and the Government traffic which the vehicles now handle were passed to the Hauliers' National Traffic Pool.

" There is no reason at all," it was suggested, " for this' duplication of function as between the chartered fleet and the Pool. If the traffic from all Government Departments was dealt with by the Pool, all the extra expense attached to the chartered fleet would be saved. That fleet is, I suggest, unnecessary, wasteful and expensive, and it does not get such efficient service from the vehicles as in the case of Pool operation, where they are under the direct supervision of the owner."
