Which of the following most accurately describes the problem?

ARISING out of the movement to .stabilize road-haulage rates in the Yorkshire Traffic Area, a small but influential deputation, representing Yorkshire operators, recently had an interview with Mr. J. R. Williams, clerk to the Licensing Authority.

The deputation sought the Licensing Authority's support for the setting up and operation of rates-stabilization machinery in the area. A number of rates schedules which have been prepared at various times by local rates organizations of Yorkshire operators was submitted, including those of the Doncaster and District Rates Committee and the Bradford Tribunal, As a sequel to the interview, plans are being made to bring existing schedules up to date, and to secure the establishment of schedules where none exists at the moment.

The deputation comprised Mr. Charles Holdsworth, chairman of the Yorkshire Conciliation Board and chairman of the transport section of Bradford Chamber of Trade, Mr. Robert Barr, chairman of A.R.O. Yorkshire Area, and a member of the Yorkshire Area Board, Mr. Henry Burrill, who, through his Lancashire interests, is a member of the North-Western Area Board, Mr. Harold Goodwin, vice-chairman of Bradford Chamber of Trade transport section, and Mr. Harry Clark. employers' secretary of the Yorkshire Board. It is understood that the interview was of an encouraging character.

Whilst it is recognized that, under the law as it stands, Licensing Authorities have no direct control of rates, it is felt that, if they be furnished with concrete evidence of fair charges, they can do much to check rate-cutting as a means for obtaining traffic. .
