Which of the following most accurately describes the problem?

• The Peoples' Fuel Lobby (PFL) brought Grimsby and Cleethorpes to a halt last Saturday (17 March) with a 70-vehicle convoy through the centre of both towns.

But organiser Ray Dixon has branded local hauliers "apathetic" after only six trucks turned up. "We could have done with more but we are happy with what we got, and we are flying the flag and showing willing," he says. "It will keep the name of the People's Fuel Lobby and the situation with the fuel in the mind of the Government."

Dixon claims that the grassroots membership of the Road Haulage and Freight Transport Associations are not happy with their organisations' campaigns against high fuel taxes: "Their members feel that they are resting on their laurels and letting everyone else do all the hard work," he claims.

Mick Kent, owner of Market Rasen-based Mick Kent Transport, sent three trucks to the PFL demo. He says he is fed up with the lack of commitment from other hauliers: "lam very disappointed with the haulage turnout. I don't know what the rest of the industry is doing. It's the same old story...everyone thinks that someone else will do the work."
