Which of the following most accurately describes the problem?

• Trials of new speed cameras in Nottingham have been so successful in slowing down traffic that they are failing to generate enough fines to pay for more.

The six pairs of digital cameras were installed last summer, covering 2.5km of the city's ring road and the A610 link to the Ml.

Unlike normal speed cameras, which capture speed at a given moment, digital cameras gauge it over a set distance, making them more difficult for drivers to outwit. Stewart Thompson, the city's road safety services manager, says fines generated by the trials will be at least 2.200,000 below the £1,6m expected during the first year. This will delay plans to extend the use of the cameras over a further 8km of the city's roads.

However, Thompson says the project has resulted in a 35% reduction in fatal and serious accidents throughout the city, and a 52% reduction along routes where the cameras are located.
