Which of the following most accurately describes the problem?

A FTER admitting using tractor vaporizing oil as fuel in his lorries, William Harry Holden, Rose Villa, Branch Road.. Lower Darwen, Blackburn, was fined a total of £25 at Blackburn on Monday. As managing director of Taylors (Blackburn), Ltd., Holden was fined a further £25 for the same offences. There were 10 summonses. half of them against him personally and the other against the company, described as a " man and wife. business."

Mr. W. Rawlinson, for thc Commissioners of Customs and. Excise, said that in November two samples of fuel were taken from two lorries and tests showed that they were mixtures of oil fuel and vaporizing oil. Holden had told a Customs officer that he had been mixing 10 gallons of vaporizing oil with 30 gallons of oil fuel " for some months."

Mr. H. Backhouse, defending, submitted that his client, not knowing that he was not allowed to use vaporizing oil, found that it was cheaper than normal fuel and simply started to mix it with oil fuel. Regulations concerning the use of fuel were being drawn in such a way that not even lawyers could begin to understand them.

He suggested that much-public money would be saved if inspectors gave warnings first and took proceedings only if they were ignored.
