Which of the following most accurately describes the problem?

rilHERE is still far too little cohesion between the many sections amongst the users of road transport. The views of the various associations are not necessarily conflicting, but often their individual interests are apt to take precedence over their common interest in the development and freedom of road transport as a whole.

The four main-line railway companies got together and produced a memorandum which, erroneous as it is in many respects, is a concerted action which is being pressed forward with considerable vigour.

Instead of the road interests holding a roundtable conference and presenting a reply which would, in its all-embracing nature, constitute a complete answer to the railway arguments, we find that the effort is being distributed amongst the various sections and associations, and whilst each memorandum so far submitted, in itself shows much merit, yet it cannot be pushed with the power and to the same extent as could have been achieved by the adoption of a united policy.

There was considerable delay on the part of several of the older-established associations in taking up the challenge of the railways, with the result that the more virile associations justifiably became impatient.

Some good must undoubtedly result from the efforts already made, but everything points to the need for a far greater degree of co-operation.
