Which of the following most accurately describes the problem?

IN the discussion on Mr. J. Ames' I paper, " Mechanizing Small Tips," it was clear that some cleansing officers were not convinced that machines were superior to men. Mr. S. K. Sheldon (Carlisle) Said that his authority still did the work by hand. He had yet to discover a machine that could pick out tins and bottles. He was also convinced that the manual handling of refuse at tips gave better control of temperature. Mr. Ames replied that it was not fair to expect too much from any machine. The first requirement was that it should be in skilled hands. He did not recover tins: they were crushed and bottles were smashed.
