Which of the following most accurately describes the problem?

It seems that the UK government is steaming ahead with legislation that will have a devastating impact on the UK road transport industry when the rest of Europe has a far more laid-back approach. Few of our competitors are likely to be ready for its introduction.

With this in mind the government really should listen to the UK transport industry's concerns. It should consider the possibility of a phased introduction, moving to a 54-hour week next year, 50 hours in 2006 and 48 hours in 2007— or even scrapping the legislation completely if other countries aren't complying,
