Which of the following most accurately describes the problem?

• A new Government transport watchdog is to consider whether greater use of 44tonners could help reduce traffic congestion.

The Commission for Integrated Transport, which was due to hold formal talks with deputy Prime Minister John Prescott for the first time this week, is looking for radical solutions to the gridlock problem.

The 13-member commission is made up of transport experts including Lawrence Christensen, logistics director of Safeway and president of the Freight Transport Association.

Earlier this year Safeway made by far the biggest commitment to rail distribution by a supermarket to date with the launch of a daily delivery service to five Scottish stores.

Professor David Reg, who chairs the commission, stresses that it will be independent of the Government: Our role is to be a force for change in the delivery of the integrated transport programme—to keep it on course and on time."
