Which of the following most accurately describes the problem?

• International operators carrying tobacco and alcohol will have to wait until 1 September before moving their goods again under 'FIR carnet, the United Nations has decided.

Although the cost of the new carnet and its conditions of issue are undecided, the agreement means operators will be able to return to TIR conditions after three months of more complex and expensive local agreements.

The Freight Transport Association's international controller Dave Green says: "There is a solution; that's the good news. The bad news is it won't take place until 1 September."

On 4 June the insurance pool removed the existing carnet saying they were facing a huge upsurge in claims. Since then some operators have been forced to spend hundreds of pounds on documents to obtain international passage for cigarettes and alcohol.
