A SWINGEING attack has been made on European Gove ments that provide the "stumbling blocks" to harmonisation international road haulage.

The attack comes from the International Road Transport Union, which has been holding a special session in Geneva all this week.

Main obstacles to freedom of transit for road transport, claims the IRU, revolve around permit quotas, taxes and weights and dimensions limitations for commercial vehicles.

It says it is impossible to encourage the development of road freight transport while "artificial limits are impos, on commercial exchanges 1 road, in transit through ea country."

And the IRU makes it pla that it is totally against ai form of quota system.

On taxes, the union "cann be in favour of transit taxes normal conditions."

It suggests that transit ta), should be Used "exclusiv for the improvement of t international roads rn, heavily used by transittr fic."

The IRU points out tl there has been international agreement the unification of weights r dimensions because, as w quota restrictions and ta), some governments hr helped the railways.

But it says the use of piggy-back system goes so way to overcoming this I point.

If the system is to succt Governments must not t "artificial measures to fo road transport to use services."
