Which of the following most accurately describes the problem?

WAVENEY District., Council, Lowestoft, is to shut down its bus undertaking.

This has been decided by the council's policy and resources committee because the future had been bleak for Waveney Transport since the ending of a joint operating agreement with NBC subsidiary Eastern Counties, last year.

The Eastern Area Traffic Commissioners then rejected a proposal by the municipal undertaking to take over Lowestoft town services and left them with five buses working Lowestoft routes.

Waveney's services will now be operated by Eastern Counties and its 20-bus fleet will be put up for tender, probably within a month.

One wonders if the White Paper was published just too late to save Waveney.
