Which of the following most accurately describes the problem?

AN ATTACK on increases in the licence fees for permits to keep petroleum spirit has come from the Freight Transport Association.

It describes the increases as "excessive and inflationary" and has told the Health and Safety Executive that, in the private sector, the increases would be considered unacceptable and unjustifiable.

And the FTA finds it "hard to comprehend" how the scale of charges — from E10 to £30 depending on how much fuel is stored — is linked with the cost of issue.
