Which of the following most accurately describes the problem?

TH E transport committee at Reading has

recommended the discontinuance of trolleybuses in the town; the recommendation will go before the town council at its meeting on July 26.

This decision follows the consideration of a report from the committee's future policy subcommittee which said that having considered all relevant matters it had concluded that trolleybuses must be discontinued and a phased twogramme of replacement by diesel buses be introduced.

In a report prepared by the Reading Transport Society (an enthusiast body), copies of which have been circulated to members of the transport committee. it is claimed that replacement of trolleybuses by diesel buses would bring either a fantastic fares increase or steep rises in rates.

The policy of Reading Corporation Transport has always been to pay its way independent of the rates, and new vehicles are purchased from a renewal fund without resort to borrowing.
