Which of the following most accurately describes the problem?

TiE new estimated cost of the channel tunnel

is about £155--£170 m.—without capital charges. The revised estimate was given in the Commons this week by Mr. Stephen Swingler, parliamentary secretary to the Ministry of Transport, who said it allowed for improved construction methods and additional engineering work suggested by the recent survey. Some 50 per cent

of the total cost might be found from United Kingdom sources.

Mr. Swingler added that the Estimates of the channel tunnel traffic already available were sufficient to enable provision for it to be made in the Minister's plans for the improvement of inter-urban roads in the 1970s.
