Which of the following most accurately describes the problem?

CHERTSEY will be the meeting place of many hundreds of military representatives of overseas governments on September 29. Together with many commercial vehicle operators from abroad they will be at the Army Department's "Fighting Vehicle Research and Development Establishment" to examine British military vehicles which will be presented in a display and exhibition.

The event is being staged to promote the sale of these vehicles, some of which can have their rugged and powerful qualities put to heavy-duty use for civil purposes.

The Society of Motor Manufacturers and Traders is organizing the display in conjunction with the FVRDE. Among the countries invited are the Soviet Union and other States in Eastern Europe.
