Which of the following most accurately describes the problem?

A PACKAGE of measures from the Government to help small businesses through the recession has received a mixed response from the road transport industry.

David Law, managing director of haulier Law Distribution, says: "It should mean there is money available for operators that want to develop their business and replace their fleets with more efficient models."

But another operator. who does not wish to he named, says the funds were unlikely to reach small hauliers because transport is not seen as cutting-edge.

Jack Semple. director of policy at the Road Haulage Association, adds that while he welcomes the package of measures, "we will have to wait and see what effect this has in practice". British Vehicle Rental and Leasing Association chief executive John Lewis comments: "Having this level of support underwriting business loans will reassure any nervous funders our members may be dealing with."
