A CO DURHAM FIRM said to have broken almost every undertaking given when it was granted an 0-licence has had its licence cut from seven vehicles to three for three weeks.Terence and Suzanne Ryan, trading as TF&S Ryan Haulage. of Hartlepool. had been called before north-eastern deputy traffic commissioner Patrick Mulvenna.

Terence Ryan told the DTC that two axle overloading convictions were due to the vehicle being incorrectly loaded. A conviction for excess width occurred when the driver left the marker boards behind. A vehicle excise duly offence arose because Ryan had not realised that more duty was required when a rigid vehicle was towing a trailer. A conviction for a missing test certificate related to a trailer Ryan had recently purchased which he thought was not yet due for its annual test. And the unauthorised use of a vehicle was simply an oversight, he claimed. After the DTC had commented that it all suggested a lack of adequate procedures, Ryan said that his son. Steven, had joined the business and was in charge of the record keeping.The company had also employed its own fitter because it was dissatisfied with the work of its former maintenance contractor.

Vehicles were now inspected every four weeks and were checked over each morning and evening. However,when asked why the maintenance records had not all been available, Steven Ryan said he had been too busy to speak to the vehicle examiner.

He added that the vehicle examiner arrived unannounced and he could not expect the firm to drop everything just to produce a piece of paper. The DTC pointed out that this was a requirement of holding an 0-licence. He said it appeared that every undertaking given when the licence was granted had been breached.
