Which of the following most accurately describes the problem?

• Robertson International Haulage was called before the Scottish Traffic Commissioner Michael Betts at an Edinburgh disciplinary inquiry after failing to pay an Austrian firm for the recovery of a vehicle on the Continent.

Betts was considering disciplinary action against the company's 10-vehicle licence on financial grounds.

Ile also had before him an application by a director of the company-, Eion Robertson, trading as ER Transport. for a new international licence for four vehicles and six trailers.

The TC had been told that the Austrian authorities had contact

ed the Department of Transport over unsigned cheques. The DOT had written to the company about the matter but had received no reply Conceding that there had been financial problems, Robertson said that an arrangement had now been made for the payment of money owed to the Clydesdale Bank.

Betts revoked the Robertson International licence on the grounds that the company no longer met the requirement to be of appropriate financial standing.

The TC warned that he would not consider granting a licence to ER Transport until he had received confirmation that the problems over the Austrian bill had been resolved.

He also needed to be assured that the Clydesdale Bank was satisfied with repayment plans for the outstanding debt in relation to Robertson International.
