Which of the following most accurately describes the problem?

EXPRESS freight trains, including liner trains, are now to be known as " Freightliners ". This was confirmed by Mr. S. E. Raymond, vice-chairman, British Railways Board, in a paper delivered to the Scottish Section of the Institute of Transport in Glasgow on Tuesday. The first liner-train service will run between Glasgow and London and be complementary to the existing Condor service now running to almost capacity loading. Subsequent liner-train services will include Glasgow to Manchester and Liverpool followed by Glasgow to Newcastle upon Tyne, Stockton, Leeds, Sheffield and Birmingham. The first east Coast route will be London, Edinburgh, Dundee and Aberdeen, with additional services later to the Tyne, Wear and Tees areas. Other services in England will afford a guaranteed service to practically, every industrial complex in the country.
