VVITH effect from February 1, 6-volets TIR carnets will no longer be effective and will be replaced by a new type of carnet consisting of 4 volets. This decision has been taken by IRU with a view to checking the increasing number of hauliers who are using 6-volets carnets for traffic crossing more than two countries.

This practice is in direct contravention of the rules laid down by MU for the

proper administration of the TIR system and involves both the IRU and the national issuing associations in a considerable amount of unnecessary administrative work and accompanying costs. The IRU has indicated that where two places of destination or two places of loading are involved (about once in every 1,500 carnets used) the haulier would then require to use a 14-volets carnet for the purpose.
