Which of the following most accurately describes the problem?

THE necessity of having trade unions

for employees and trade associations for employers was appreciated by all sensible thinking people. So far as road transport was concerned it appeared that .there was every sign of co-operation between the men's trade unions and the employers' associations, and this would be to the advantage of all concerned.

This was said by Mr. A. R. Butt, chairman of the Road Haulage Association, speaking at the annual dinner/dance of the Birmingham and District commercial transport branches of the Transport and -General Workers Union in Birmingham last week. "All disputes finish by being settled round a table and it would save everyone -a lot of trouble and expense if both sides could get round

the table at the outset ". said Mr. Butt.

I should like to think that from now on there will be neither strike nor lockout until full discussion has been tried first ". he went on. "There are quite enough people outside this industry criticizing most unfairly anyone who has to work with lorries, employers and employees alike. It is time we put up a joint defence of a fairly young industry that does so much for the economy of this cotmtry." •
