Which of the following most accurately describes the problem?

PROPOSALS for the limitation of road traffic in the Lake District National Park are referred to in the second annual programme of the Lake District Planning Board. The proposals follow investigations by the constituent highway authorities of Cumberland, Westmorland and Lancashire.

The programme suggests that special provision should be made for local stage-carriage services, and hopes that the National Parks Commission and the Ministry of Transport will convene a conference of the highway and planning authorities concerned to explore the possibility of introducing narrow buses for use in National Parks generally.
