A CM INVESTIGATION into Vosa's targeted enforcement regime has unearthed concern among its own frontline staff that setting targets is distorting examiners' performance.

In particular, the Performance Gain (P0) points targets that Vosa examiners are assessed against has come under scrutiny following reports that they are incentivising staff to issue 5marked prohibitions when they are notjustified.

Furthermore, all the examiners and testers CM spoke to feel that operators are reluctant to challenge Vosa decisions. "A host of [operators] are too scared to challenge anything." says one.
