Which of the following most accurately describes the problem?

THE Ministry of Transport's scheme for a lorry route to the London docks and markets has "serious deficiencies from the point of view of the goods vehicle ", declares Mr. H. R. Featherstone, national secretary of the Traders Road Transport Association.

Writing in the current issue of the T.R.T.A. Bulletin, he says: "The T.R.T.A. regrets that the Minister has not modified his ,proposals in so far as they involve peak-hour loading bans. It was always the Association's view that the peak-hour clearways associated with the proposed route were not essential to the scheme and. indeed, might easily frustrate its purpose.

" The introduction of large sections of peak-hour clearway on this route appears likely to encourage commuter and other traffic to use that route instead of others. thus reducing the advantages to the lorry driver.

" This is an important point of principle, quite apart from the considerable disruption to essential deliveries which would result from the imposition of peak-hour loading bans and of all-day loading bans at certain specific points.
