Which of the following most accurately describes the problem?

I NCLUDING the vehicles of the British Transport Commission, 89.7 per cent, of the lorries and vans in Great Britain on December 31, 1955, weighed not more than 3 tons unladen. The greatest number of vehicles (32.2 per cent, of the total of 1.119,894) was in the 12-cwt.-1-ton weight category. The 15.775 special-A-licence vehicles, were in the hands of 4,392 operators.
