Which of the following most accurately describes the problem?

RETAILER JOHN LEWIS will meet the Department forTransport after Christmas to discuss the company's spiralling bill for drivers who are fined for violating bus lanes.

In one year alone John Lewis has been handed 54 fines for breaking the bus lane rules across the UK.

David Sheppard, deputy head of transport at John Lewis, says the layout of lanes is confusing and sometimes leaves drivers no option but to continue in the bus lane. He adds: "A lot of drivers say to me, 'I was driving, and after the traffic lights the lane changed into a bus lane'."

"On the high street of Ealing Broadway lin London], for example, there's a junction. If you can't get into the inside lane then you're forced to turn right, and it's difficult to get in the lane because there's a bus lane."

He says a representative from the DfT has promised to discuss the problem with him next year.

however, Stephen Heard, a spokesman for Federation of Passenger Transport, claims that any increase in the number of vehicles which are allowed to use bus lanes will cause more delays.
