Which of the following most accurately describes the problem?

CUMBRIAN HAULIER Eddie Stobart may quit its home county and relocate to Cheshire, after planning delays at its proposed new site in Penrith.

Boss Andrew Tinkler has told a local newspaper this could lead to the loss of 400 Cumbrian jobs after Eden Council planners demanded complex traffic surveys to be carried out at the Eden Business Park.

The purchase of the 16-acre site more than 12 months ago was made before the haulage firm began "expanding massively" and won a contract to run TescoS transport operation from its Crick site in Northamptonshire.

Stobart recently acquired a 16

acre site in Warrington and Tinkler is now considering moving its headquarters there instead.

He told the newspaper that leaving Cumbria is the last thing we want to do, but we cannot afford to let the business suffer".

The Stobart group made a£1.8m pre-tax prof it for the year ending 28 February 2005 (CM 6 October).
