IN ITS RESPONSE to the Department of Transport's consultation paper on concessionary fares for the elderly and disabled the Bus and Coach Council points out that the paper does not ,,:onsider such schemes which include more than one mode of transport.

It also points put that in these circumstances it will be necessary to ensure all participating modes are treated on an equal basis.

It says participation in schemes should be open to all operators to take up should they wish to do so. When services are subsidised local authorities should be able to specify participation, the BCC adds.

The council suggests that local authorities should, where necessary, maintain continuous passenger surveys to form the basis of distribution between operators.
