Which of the following most accurately describes the problem?

• Executives of the Highlands and Islands Development Board are currently visiting English and Scottish centres to introduce to the travel trade "Travelpass", a ticket giving unlimited travel by road, rail and sea throughout most of the Highlands and Islands.

The tickets will be available for 1973 on either an eight-day or 12-day basis with the main season price of £17 for eight days being reduced to £15 for tickets commencing in April, May or October. Costs of 12-day tickets are £22 and £20.
