Which of the following most accurately describes the problem?

• Glasgow's 3,500 bus and Underground workers have decided not to strike despite the Government's refusal to allow the payment of a .£2 shift allowance to be backdated to November 5. The workers had been joined by Glasgow Corporation establishment committee in an approach to the Government at the end of last month. They were "extremely disappointed" at the refusal.

Mr Phil Jenkins, district passenger officer of the TGWU, said last week: "There has been no call for strike or industrial action, In view of the fact that the allowance cannot be paid retrospectively because of the freeze, union delegates have now refused the £2. They won't accept less than £2.50 a week, payable from the end of the freeze," Union delegates also blamed the delaying tactics of the establishments committee for causing a 48-hour strike last November and preventing the workers from receiving theft £2 allowance.
