Which of the following most accurately describes the problem?

at Inverness Sheriff court in September for gross overloading of one of its vehicles, had its licence curtailed to 44 vehicles by the Scottish LA in Perth last week.

The LA, Mr A. B. Birnie, heard that the firm had 58 vehicles authorized but only 45 vehicles in use. The three-month curtailment takes effect from January 1. The overweight vehicle had operated from the company's depot at Forres.

Mr. Birnie said he must take some action against the firm. He realized the difficulties of operators about overloading, he said, but the problems just had to be overcome.
