Greenwich-based Zultiqur Ilaza Jaffery has been ordered to pay fines, back duty and costs totalling 12,504 after he was convicted of a series of offences by Barking magistrates. Jaffery had pleaded not guilty to using a five-tonne vehicle without an excise licence, fairing to undergo the six-yearly tachograph calibration check and using a vehicle without a test certificate.

Prosecuting for the Vehicle Inspectorate, Anthony Ostrin said that Jaffery's vehicle had been stopped in a roadside check in April 2001. The traffic examiner immediately noticed that no vehicle excise licence was displayed. Inspection of the tachograph equipment revealed that the six-year calibration certificate was dated 1989. It was subsequently discovered that the vehicle had not been subjected to its annual MoT test.

Traffic examiner Charles Cowie said that when interviewed, Jaffery had been unable to give any explanation.

Jaffery told the court that he had been on his way to have the vehicle tested. He had reached an Mel station that did net have the qualification to test HGVs and he was on his way to an Mel garage qualified to undertake the testing of fivetonne vehicles when he was stopped.

Questioned by Ostrin, Jaffery admitted that he had not had a vehicle excise licence, that the test centre to which he was going did not have a prior booking and that the tachograph had not been calibrated since 1989.

Convicting Jaffery, the magistrates said that they were very serious matters and serious offences warranted serious penalties. They fined Jaffery a total of £1,425 and ordered him to pay 168 back duty and 1810 prosecution costs.
