Which of the following most accurately describes the problem?

AFTER years of negotiations between NOB, the Dutch road haulage organisation, KLM, the national airline, and the civil air transport authority, agreement has been reached on special concession air fares for drivers employed in international operations. The facility is available only to NOB-me.muer operators whose drivers may have to return home after leaving their vehicle at a foreign destination, or point en route, or those who may be sent out to collect a vehicle from another country. The scheme shows a wider recognition of the important role of road transport in the economy of the Netherlands and, at the same time, makes a practical contribution towards more efficient operating practice and better utilisation of personnel.

A special identity card has been prepared for issue to drivers wishing to make use of the concession. The card, carrying the holder's photograph, also shows the operator's name and base as well as the driver's passport number to prevent misuse of the reduced fares. Routes open to the 331 per cent reduction on economy class single fares include most European destinations, the Middle East and North Africa, although travel to and from the UK, Germany and Austria is excluded. Outwardand homeward-bound air tickets must be obtained through the NOB, which makes a small charge for this service. In urgent cases drivers .wishing to return from a foreign airport can use their identity document as a credit card when purchasini the ticket. The normal economy class baggage allowance of 20kg applies on all KLM routes and those of associated pool partners.
