Which of the following most accurately describes the problem?

MERSEYSIDE County Council has drawn up a draft order to ban all heavy lorries over 40 ft long from Liverpool City centre.

It is expected to be enforced by Christmas and would ban vehicles from nearly a dozen major streets on weekdays between 7 am and 7 pm. Deliveries will either have to be made by small vehicles or outside the restricted hours, Lancashire County Council and West Lancashire District Council are also planning restrictions of heavy vehicles. Lorries with unladen weights of more than five tons will be banned from the A5209 from Burscough to the M6 and the A29 from Burscough to Ormskirk will be restricted to vehicles of less than 24 tons gross. A similar restriction will apply on the A570 and A565 roads.
