Which of the following most accurately describes the problem?

Some hauliers, who would usually buy now trucks, but are opting for late-registered used examples instead in order to save cash, are disguising the age of their purchases. "They're getting them re-sprayed and buying cherished number plates from the Driver and Vehicle Licensing Agency that do not show thelr year of regstration," says Lee Smith of independent dealership Hanbury Riverside.

By doing so, they can hopefully convince customers that the trucks they are running are younger than they actually are; and preserve the up-to-date image of their company.
