Which of the following most accurately describes the problem?

I WAS very interested in Mr. D. J. Broom's letter and the reply of H. 0. Doughty (March 11 and 25). The subject of brakes is now under spotlight throughout the world and a great deal of confusion has been caused by panic measures intended to improve brakes.

The net result is, as Mr. Broom has described, massive plumbing, incorrect brake proportions and so on. But none of these measures has solved the situation so far.

For those interested in a braking system, the properties of which defy scientific understanding, I would draw their attention to the thesis entitled "Is international brake policy cancelled?" and subsequent paper headed "The new science of retard" issued by our research department and openly declaring "inertia removed" and so on.

The system is scientifically controversial, but its efficiency cannot be disputed.
