Which of the following most accurately describes the problem?

ATER hearing only a few minutes of evidence, the West Midland Traffic Commissioners granted dispensations to Chapel End Coaches Ltd., of Nuneaton, and V. and M. Coaches Ltd., to run express services to the new Butlins Holiday Camp at Barry Island, on three dates this summer.

At Birmingham last week, Chapel End sought to operate the service on July 16 and 23, and August 6, from Nuneaton. V. and M. Coaches applied to divert their existing service from Polesworth to Porthcawl to the camp for eight weeks, but were granted a dispensation in line with the other applicant.

When the time arrived to adjourn, chairman of the Commissioners, Mr. J. Else, said that the case could not be relisted until the end of June at the earliest and asked the applicants and objectors to come to a temporary agreement. An agreement was achieved by both applicants deleting various picking-up points.

During the case it was revealed that the Commissioners had made a suggestion to three Birmingham operators whose applications for Barry Island were part heard. They have indicated willingness to grant a dispensation to Eatonways Luxury Travel Ltd., Flights Tours Ltd. and Andy's Coaches for the three peak weeks of the Birmingham industrial holiday month. However, no dispensation can be granted if any of the applicants or objectors, Associated Motorways and British Railways, dissent.
