Which of the following most accurately describes the problem?

THE two papers to be presented to the Public Transport Association Conference at Scarborough in May will be on widely different but highly topical subjects.

The title "Facing the real problems of passenger transport in conurbations (with special reference to Merseyside)" has been chosen by Mr. B. Griffiths, general manager of United Welsh Services Ltd.; while the second paper will be "The scheduling of buses and crews". The latter has been prepared by Prof. Andrew Young, Professor of Numerical Analysis at Liverpool University, in conjunction with Mr. J. C. Wilkinson, lecturer in operational research at Lancaster University.
