Which of the following most accurately describes the problem?

THE Minister of Transport, in consultation with Mr. Cledwyn Hughes, the Secretary of State for Wales, has proposed that the toll charge on the new Severn Bridge should be 2s. 6d. for all vehicles using the motorway on the bridge.

The bridge, with the associated Wye crossing and approach roads, will form part of the London–South Wales motorway (M4). When a 24-mile length from north of Bristol to east of Newport, including the river crossings, is opened to traffic later this year, the road journey from south-west England to South Wales will be shortened by some 45-50 miles, compared with the existing route via Gloucester.

The present proposal for a 2s. 6d. toll is contained in a draft order, which is open for inspection from today (April 22) at the offices of the Ministry of Transport, the Welsh Office, the Gloucestershire and Monmouthshire County Councils, and the Chepstow and Thornhury RD Councils. Representations and objections may be made to the Minister until June 5.
