Hesaid the outcome of Britain's present difficulties depended first and last on administration, and particularly traffic administration, The success of the British Transport Commission's "empire," depended on top-level management. The tone was set at the top by men who were at peesent there, but success would perhaps depend, above all, on the leaders of the future.There was an urgent need to train capable administrators in national economic service.

Social intercourse between members of the transport prefession must be developed. to make executives and the rank and file think well of each other. A great deal could be done in this respect through the medium of sport.

Mr. Bowyer submitted that there was

hidden talent in the ranks of transport. He preferred that, on promotion, men should be transferred to other undertakings of similar class, so that they could fully develop their qualities.
