Which of the following most accurately describes the problem?

I saw an operator advertising for unused 0licences in CM some time ago. We have three 0-licences. Is it legal to lease them— and if we did so, would we be culpable if the user broke the terms of the licences?

No, you are not allowed to 'lease out' 0-licence discs. To do so could well he committing an offence which would lead to both the true licence holder and the person 'renting' the disks being prosecuted and fined. Licence discs are not transferable.

The Traffic Commissioners are aware of the various companies offering to provide this type of service and are conducting their own investigations.

This may well lead to the operators concerned facing public inquiries where their licences could be revoked in their entirety.
