Which of the following most accurately describes the problem?

Had any good driving licence reminders recently? I did, just before Christmas, telling me that my existing one expired on January 21, 1977, and that I should apply early for renewal.

The notes on the back confused me a little. They said that if it was for a licence before January 1, 1976 then the fee would be E 1 , but after that the fee was £5. Since I obtained my "licence to take a lethal weapon on the road," my instructor's encouraging end-of-course description, in 19 ahem ahem, then I should only pay £1 I thought, because this was a renewal. Isn't it strange how mean you can be when funds are low?

However, an additional note told me, in no uncertain terms, I was due to pay a fiver. Always on the look out for mistakes in the bureaucratic stationery. I was gratified to find that they still described themselves as the DoE instead of DTp.

That helped. Anyway, I sent my cheque for £5 to DTp and dated it January 22, 1977. After all, I'm paid up till midnight January 21, and I'm blovved if I'm going to let them have advance use of my cash.
