Which of the following most accurately describes the problem?

THE Greater London Council Transport Committee is worried about the proposed 17.4 per cent rise in London Transport bus fares in July. It fears this will reduce the mobility of old people and children.

"In considering the Executive's proposals therefore, we have looked at the scope for keeping the fares' increases for these to a minimum," says a report by the Committee.

LT price increases are formulated to counteract the massive switch from underground to bus use that followed the last round of increases.

Rail fares This time the rail fares will only be going up by 14.5 per cent to encourage a switch back to the tubes.

The Committee recommended that the option of retaining the 5p for children should be examined.

It accepts that keeping fares down for the old and young will "lead to a loss of income which must be met by some other means such as greater increases in other fares."

Red bus passes

LT's proposal to increase the charge for the monthly Red Bus Pass by 24 per cent was not endorsed by the Committee. It decided to recommend that this should be increased from £10.50 to 02.15, instead of £13.

London Transport wanted to increase the cost of the bus pass to £13 because "it is vital that it should be priced at a rate where it does not attract any more rail travellers."
