Which of the following most accurately describes the problem?

by Juliet Parish • The Road Haulage Association is warning union officials that hauliers will pull out of collective wage negotiations in Scotland if any one operator is targeted for industrial action before settlement is reached.

The RHA issued the threat after the Transport & General Workers Union rejected its Scottish members' offer of a 1.9% increase on basic pay last Wednesday. The offer would have given a driver of a 38-tonner an extra £3.11 for a 40-hour week.

The Scottish Joint Industrial Council is also calling in conciliation body ACAS, but its decision will not be binding on the JIC, says RHA district manager for Scotland Toni Braun'.

"If we still fail to agree and there is picking off, ie a ballot being held at one company which agrees to the J1C's decision, the MC will be disbanded," says Brattin.

However the TGWU's Jimmy Locke says: "Scottish hauliers said we 'picked off' last year but it was not true." And he adds that he cannot rule out any kind of industrial action if the JIC is disbanded.
