• All drivers of vehicles over 3.5 tonnes carrying dangerous substances have to obtain a Vocational Training Certificate no later than 31 December, 1994.
• Appointment of Risk Prevention Officers by companies involved in packing, loading, unloading or storage of dangerous goods. Proposed by EC but opposed by UK government.
• Voluntary European Standard covering safety and quality assurance for operators carrying dangerous goods. Currently being drawn up but likely to duplicate much of BS5750.
• Proposed harmonisation of ADR—the European agreement covering the international carriage of dangerous goods by road—with domestic regulations. Negotiations continuing and will probably take effect from 1996.
• Proposed unification of procedures for checks on the transport of dangerous goods by road with European Union. Opposed by UK as too bureaucratic.
• Regulations covering the classification, packaging and labelling of dangerous goods. Took effect from 1 April and requires UN specification packaging for most dangerous goods.
