Which of the following most accurately describes the problem?

by Ian Wylie • Heavy hauliers must follow new procedures if they intend to move abnormal loads over disused railway lines.

While RaiItrack now has responsibility for bridges over operating lines, some 2,000 bridges over disused lines remain the property of British Rail Property Board (BRPB).

Since April 1994 hauliers with abnormal loads passing over either operational or disused lines have notified Railtrack of their intentions. From 1 October 1995 hauliers will have to notify BRPB if the bridge is over disused lines, and Railtrack if the line is still in use.

According to BRPB, Railtrack has been co-ordinating routes over disused lines as a "favour" since last year, but BRPB is now ready to take on the job itself.
