Which of the following most accurately describes the problem?

The European Batteries Directive, introduced in September 2006, arriving in the UK two years later, has two parts: the collection of waste batteries; and the standard of collection and recycling. With automotive and industrial already well catered for, the portable battery (any battery pack that is sealed or can be hand carried) was its key target. Emphasis for costs created by collecting and recycling is placed on the producer. Any retailer selling more than 32kg of batteries is required to take back batteries free of charge.
