roger,brownil?roi.co.uk THREE CAMBRIDGESHIRE haulage bosses, who were the subject of a joint public inquiry (PI) into the loaning of 0-licence discs, have lost their repute.

Richard Turfitt, Eastern Area Traffic Commissioner (TC), said following the PI that Paul Faulkner, boss of Wisbech-based PA Faulkner Sub-Contract Transport, should have his licence revoked, and lose his repute.

In addition, the TC ruled that Steven Smith, trading as SJS Truck i ng,Wisbech. should have his licence taken away and lose his repute. Turfitt also said Kevin Elsey — who had a previous licence revoked ai a 2008 PI following a VOSA tacho investigation into 7000km of missing mileage — was not of good repute.

Faulkner, authorised for three vehicles, was the registered keeper of one particular truck between October and December 2009.

The TC heard how an arrangement was made with Elsey, which meant Faulkner did not dictate the work the lorry was doing and had no control over the driver.

In return. Faulkner gained extra jobs for his other vehicles from Elsey, relating to work at the Lamb Weston potato processing facility in Wisbech. The PI also heard how during February and March this year, Smith, who stopped trading in November 2009, allowed his licence to be used by Elsey for a L50-a-week payment.

Turtitt said the arrangements had allowed Elsey to "circumvent the requirements of the operator licensing system".

He added: "Mr Faulkner allowed a situation where an operator disc issued under his operator's licence was used by a vehicle over which he had minimal control, and for which, in reality, he was content to surrender all control in order to obtain commercial work for his other vehicles"
