Which of the following most accurately describes the problem?

Brian Palmer, the man exposed by CM for selling dangerous trucks, has been refused an Operator's Licence for a new skip hire company (CM4-10 Feb).

Palmer, who failed to turn up at a public inquiry this week, was refused the licence on the grounds of "fitness". Evidence was presented by the police about the unauthorised use of a vehicle.

In June it was revealed that Liftinwell, trading as Byron Skips of 28 Hythe Quay, Colchester had placed an advert in a local paper applying for an 0-licence to run five trucks out of Station Yard, Weeley, Essex.

Uftinweli planned to operate out of the same yard from which Palmer had sold his trucks.
